Ryan is a dedicated community leader, educator, and long-time resident of Cold Lake who brings experience, accountability, and a people-first approach to City Council. With a background as a Grade 6 teacher, Ryan is deeply connected to the community’s families and youth, understanding firsthand the importance of strong local services, safety, and opportunities for future generations.
Since first being elected, Ryan has been focused on practical, balanced decision-making, ensuring every dollar spent serves the public good. His work on council has emphasized transparency, fiscal responsibility, and collaboration. He takes pride in supporting initiatives that enhance the quality of life for residents, such as improving local recreation facilities, investing in childcare spaces, strengthening community safety through RCMP partnerships, supporting healthcare access through the Cold Lake Medical Clinic (MCC), and promoting local business growth.

Raymond “Ray” Cowell is a highly respected retired Warrant Officer with nearly 25 years of distinguished service in the Royal Canadian Air Force. Specializing in CF-18 maintenance, Ray honed his skills in leadership, asset management, and deployment operations, contributing significantly to the operational readiness of Canada’s air defense. During his military career, Ray also embraced the entrepreneurial spirit, laying the groundwork for his future business ventures.
In 2014, Ray founded Wicked Watersport Rentals, which provided watersports on Kinosoo Beach and boat rentals at the Cold Lake Marina. This successful venture was sold this past spring. He also launched Kinosoo Ice Shack Rentals, offering comfortable ice shack experiences powered by renewable energy. Additionally, Ray established The Property Consulting Group Inc., which expanded into Edmonton in 2025 and has become the largest property management brokerage in the Lakeland region. His entrepreneurial journey reflects his commitment to community development and economic growth.
Beyond his business pursuits, Ray is a dedicated community leader. He actively mentors young entrepreneurs through Community Futures Lakeland and engages with local youth to foster skills and leadership. His charitable initiatives have earned him the prestigious Citizen of the Year award from the City of Cold Lake. Currently, Ray serves as a Director for the Cold Lake Regional Chamber of Commerce and sits on the Economic Development Advisory Committee, where he plays a vital role in shaping local economic strategies.
In his personal life, Ray is married to Melanie and is a proud father to his daughter, Cadence. Today, he remains focused on expanding his business endeavors while continuing to foster economic growth and contribute positively to his community.

41 years old. Been in Cold Lake for over 10 years.
When I first came to Cold Lake I was a stay-at-home Mother with 3 boys, looking for avenues to volunteer with my children. I had moved from a community where I ran a soup kitchen 2 days a week with my boys who were ages 1-5. I reached out to local Mayor Craid Copeland, who not only answered, he met with me at the City building, sat down with me, and facilitated a list of ways Cold Lake needed support. Fast forward many years, I have built a great relationship with the city and its diverse groups. I utilized the available local support programs to shift to a provider of my household as a single mother, and owner of a local business. I know the value of community, its programs and the growth ahead, both required and inevitable.
I believe in a fiscally responsible municipal council, who fights for equal and fair representation while growth of the economy is forged, and where safety is instilled. How do we get there? I may not have answers yet, but I have ideas and intentions. Where I lack knowledge and experience I possess passion, a lot of passion for the progression of Cold Lake. I believe if you have the heart to do it, you will make time and you will learn everything that is required. My life is proof of that, and I cannot think of a better way to thank Cold Lake for all the opportunity than to serve it on the municipal Council. I hope to get elected and be given the opportunity to serve all the citizens.

Born in Lacombe, AB and raised in Cold Lake, Curtis grew up on a farm that operated like it was still 1930—little machinery, just wild boar, goats, chickens, and a multi-acre market garden worked almost entirely by hand. That upbringing instilled a deep respect for hard work, resourcefulness, and community resilience.
He was raised by his father, a Dutch immigrant, and his Oma – a woman whose strength and compassion were forged during the hardships of World War II. Her quiet defiance and unwavering empathy shaped Curtis’s lifelong commitment to justice, dignity, and inclusive leadership. Curtis spent seven years volunteering with Scouts Canada, mentoring youth and fostering civic engagement. He began his culinary career in the dish pit and rose to the role of executive chef, gaining firsthand experience in leadership, logistics, and team-building under pressure.
Today, Curtis serves as Operations and Sales Manager at Cold Lake’s Recycling Center and Bottle Depot, where he oversees environmental services and community-facing operations. His work reflects a practical approach to sustainability and a deep investment in Cold Lake’s future.
Curtis also brings lived experience to the table – including over a year navigating homelessness. That chapter fuels his belief that compassion must sit at the head of the table, with practicality and transparency at its right and left hands. He is a husband and father of three, and a proud advocate for systems that work – not just in theory, but in practice. Curtis remembers when Cold Lake had pride in itself. He’s running for council to help restore that pride, strengthen local infrastructure, and ensure no one gets left behind.

As a team player with 15-years experience on Council, I will dedicate my time to serving the community, and ensuring Cold Lake remains the best place to live, work, raise a family or retire. I commit to representing you, the citizens of Cold Lake, honestly and respectfully. I will continue to work for you and advocate for the continued growth, safety, and welfare of our community, including the following areas of high importance:
- Support First Responders, community groups and organizations who work to enhance the safety of our community: Advocate all levels of government for the elimination of “Catch and Release” policies; Collaborate with regional municipalities, partners and community organizations to identify gaps in services and find resources to assist those in need.
- Support local and provincial Health Care initiatives: Expand the Cold Lake Medical Clinic; Recruit and retain Doctors and other medical professions; Research public and/or private partnerships to source medical equipment (MRI, etc.); Work with Regional Hubs to share medical resources.
- Promote Economic Development and Tourism: Continue the Kinosoo Beach and Lakeshore enhancement; Work with our business community to address their needs; Maximize the use of our sports facilities and fields; Lobby for the expansion of Hwy 28.
- Highlight our educational facilities and post-secondary opportunities: Promote life-long learning in our community; Expand Portage College; Open and growth Aircraft Maintenance Engineering, Structures (AME-S) program.
- Maintain positive relationships with regional partners, City administration and staff: Focus on community well-being, development, and future planning; Communicate clear and attainable goals; Uphold responsible allocation of public funds, Complete the Public Works building.

Bill Parker has proudly called Cold Lake home since 1992. After 25 years of service with the RCMP, he and his wife Janet built and operated the Sears store in Cold Lake until 2015. A devoted husband, father, and grandfather, Bill raised his family here and has spent decades serving the community through business, volunteer work and city council. He is committed to keeping Cold Lake safe, thriving and prepared for the future.

My name is Chris Vining and I am proud to have been representing the City of Cold Lake as a councilor since 2010. I have lived in Cold Lake since 1998. My wife and I have raised 2 children who are now young adults away at university.
In my day job, I have spent the last 33 years as a proud teacher and school administrator in our public schools around Alberta including this now being my 27th with Northern Lights Public Schools here in Cold Lake. Currently I am in my 5th year as principal of Cold Lake Elementary. Over these 27 years you may have also seen me out coaching and officiating several youth sports as well.
Over my time as a councilor I am so very proud of what we have accomplished in growing out our community. We have worked together, along with all of you, to make Cold Lake the community of choice for our region. Where other municipalities have seen slowed growth and even declining populations, Cold Lake continues to grow.
This will be a pivotal election for our community. Replacing Mayor Copeland and the relationships that he has built in his 18 years will not be easy. Our new mayor will have a big task ahead of them. That is going to require a strong supportive council that is able to work together to create new priorities and commitments to continue to move this great city forward. Teamwork and unity while having the ability to express differing opinions will be crucial to this next council’s success.
